About Us
The Empire Quality Partnership (Partnership) was created to help support long term care organizations as they work toward providing the highest quality of care to the patients and residents they serve. This is a collaboration between the Continuing Care Leadership Coalition (CCLC), the Healthcare Association of New York State (HANYS), New York Association of Homes and Services for the Aging (NYAHSA), and the New York State Health Facilities Association (NYSHFA). The Partnership will serve as the New York State Local Area Network for Excellence (LANE) convener for the national Advancing Excellence in America’s Nursing Homes campaign. As the LANE Convener, the Partnership will bring information, resources and tools from the national campaign to New York’s nursing home providers to assist with quality improvement priorities.
Advancing Excellence, launched in September 2006, is the first national effort to measure nursing home quality by setting measurable “clinical” and “process” goals. The campaign was founded by key stakeholders including the American Association of Homes and Services for the Aging (AAHSA), the American Health Care Association (AHCA) and others dedicated to quality improvement.
Advancing Excellence:
- Monitors key indicators of nursing home care quality;
- Promotes excellence in care-giving for nursing home residents; and
- Acknowledges the critical role nursing home staff plays in providing care.
This important initiative builds on the work and goals of quality improvement programs, such as: the Nursing Home Quality Initiative, Quality First and the Campaign for Quality Care. The Advancing Excellence campaign brings the quality improvement process to an even higher level by incorporating benchmarking and goal setting for both clinical and organizational process improvements that are designed to improve the quality of life for both nursing home residents and staff. With this combined approach, nursing homes create an environment for quality improvement that is comprehensive, sustainable and consumer focused. The campaign’s clinical goals are ones publicly reported on Nursing Home Compare and are already familiar to providers. Organizational process goals focus on resident and family satisfaction, seek to increase staff retention and facilitate consistency of care for nursing home residents.
Participating nursing homes in Advancing Excellence voluntarily work on at least three of eight goals including at least one of four clinical goals and at least one of four process goals. The campaign's clinical goals include reducing pressure ulcers, reducing the use of physical restraints, and improving the management of pain for long-stay and short-stay residents. Process goals include setting organizational targets for clinical quality improvement, measuring resident and/or family satisfaction and incorporating this information into quality improvement activities, measuring nursing staff turnover, developing action plans and adopting consistent resident assignments to improve staff retention.
Through our role as New York State's LANE convener, we will strive to provide information and resources to support quality improvement initiatives.
